The meeting pointed out that in recent years, the coal industry has adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implemented the new energy security strategy, coordinated development and security, continued to deepen supply-side structural reforms, made every effort to increase coal production and ensure supply, continuously strengthened scientific and technological innovation, and strengthened clean and efficient utilization. Historic changes have taken place in the mode of coal production and consumption, and historic achievements have been made in the high-quality development of the industry. It has successfully responded to major challenges such as the impact of the new crown epidemic, sharp fluctuations in the international energy market, and extreme weather, and effectively guaranteed the energy needs of economic and social development and people's livelihood.

 

"On September 19, the National Energy Administration held a meeting in Beijing to promote the intelligent construction of coal mines and the clean and efficient use of coal. The meeting thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China and the Third Plenary Session of the 20th Central Committee, summarized the achievements in recent years in increasing coal production and ensuring supply, intelligent construction of coal mines, clean and efficient use of coal, development and utilization of coalbed methane (coal mine gas), and industry transformation and development, promoted advanced experience and typical practices, analyzed the new situation and new requirements facing coal development, arranged and deployed the next key tasks, promoted the high-quality development of the coal industry, and provided strong support for accelerating the construction of a new energy system and ensuring national energy security. Zhang Jianhua, Secretary of the Party Leadership Group and Director of the National Energy Administration, attended the meeting and delivered a speech, and Ren Jingdong, member of the Party Leadership Group and Deputy Director of the Bureau, presided over the meeting. Energy (coal) management departments of relevant provinces and regions, relevant coal enterprises, and invited experts exchanged views.

 

 

The meeting emphasized that as a basic energy source, coal not only bears the important responsibility of enhancing the resilience and elasticity of energy supply in accelerating the construction of a new energy system, but also bears the strategic mission of supporting the green and low-carbon transformation of energy. The coal industry should recognize the situation, strengthen confidence, enhance strategic determination, enhance coal supply capacity with higher standards, promote clean and efficient use of coal with more determined steps, promote the intelligent construction of coal mines with more powerful measures, plan industrial development with stronger strategic thinking, and firmly follow the path of high-quality development of coal with Chinese characteristics.

 

 

The meeting required that all coal-producing provinces and regions and coal enterprises should resolutely implement the decisions and arrangements of the CPC Central Committee and the State Council, base themselves on the basic national conditions of a coal-based economy, and make every effort to do a good job in all aspects of high-quality development of coal, so as to "pressurize the cabin" and "provide a good guarantee" to accelerate the construction of a new energy system and ensure national energy security. First, we should adhere to the guidance of planning, carry out in-depth research on the positioning of coal development, clarify the future development goals and directions, and scientifically prepare the research and preparation of the "15th Five-Year Plan" coal plan; second, we should focus on the key links, focus on the construction of five major coal supply and security bases in Shanxi, Western Inner Mongolia, Eastern Inner Mongolia, Northern Shaanxi, and Xinjiang, steadily and orderly promote capacity construction, and continuously consolidate the foundation of coal supply and security; third, we should strengthen the implementation of the system, strengthen the "one account" management of coal production capacity, continuously promote the preparation and implementation of the overall plan of the mining area and the construction of production capacity reserves, and further improve the management level of the coal industry; fourth, we should increase scientific and technological innovation, accelerate the development of new quality productivity, focus on promoting the intelligent construction of large coal mines and coal mines with serious disasters, and strive to improve the effectiveness of normal operation; fifth, we should accelerate the green transformation, focus on the key links of coal production, processing, and utilization, and continuously improve the level of clean and efficient utilization of coal throughout its life cycle; sixth, we should adhere to multiple measures, vigorously promote the extraction and utilization of coalbed methane (coal mine gas), and give full play to the comprehensive benefits of resource and environmental safety.
